Doctor of Engineering, corresponding member of National Academy of Sciences of Ukraine, professor, expert in the field of computer systems and computer instrument engineering. Since 1970 he has been working at the V. Glushkov Institute of Cybernetics of the National Academy of Sciences of Ukraine, since 1991 he is the head of the Department of Real Time Intelligent Video Systems. At the Institute, he leads the direction of real time intelligent video systems, which is extremely demanded in the defense industry, transport industry, intelligent agriculture, environmental safety, medicine, robotics, etc. In this direction, he has achieved significant scientific and practical results. Among the most significant and fundamental achievements are: Vitaliy Boyun has laid the foundations of a dynamic information theory, which enabled allocating and applying useful dynamic information from random stationary and non-stationary signals, iterative processes, images, spatial fields, etc., greatly reducing its redundancy. At present Mr. Boyun is engaged in developing directions for improving the intelligence of video systems and new architectures of parallel perception and multi-level video processing directly on the sensor matrix. Under his leadership more than 30 developments of processors, complexes and systems were created and implemented, in particular, three control systems for parameters and plasma positions in thermocouples of the TOKAMAK type, the first intelligent video cameras in Ukraine with programmable parameters for reading information and pre-processing of images, and a number of video systems of different purposes on their basis, digital optical capillaroscopy, hemodynamic laboratory for diagnostics and control of human cardiovascular system, the original system of electronic voting with paper confirmation of results, etc. With these devices V.P. Boyun repeatedly participated in world and international exhibitions and headed the delegation the National Academy of Sciences of Ukraine. At present, intelligent video cameras of the new generation with biologically inspired approaches to the selection and processing of video information are being developed by the department of V. Boyun. At the invitation of the parties concerned, he has been lecturing at a number of universities in Manchester, Oxford and London, has repeatedly visited the PRC, where a number of Cooperation Agreements have been signed. V.P. Boyun has more than 450 scientific works, including 11 monographs, over 220 patents for inventions. He is the Honored Inventor of Ukraine, laureate of the State Prize of Ukraine, awards of the Presidium of NAS of Ukraine named after S.O. Lebedev and V.M. Glushkov. He holds a lot of scientific and organizational work: a member of the section of the Committee on State Prizes of Ukraine, a member of the expert council of the HAC (DAC) of Ukraine, the head of the expert commission of the joint competition of the National Academy of Sciences of Ukraine and the Russian Foundation for Basic Research, the member of the expert commissions of the Informatics Department and the Technical Sciences Section of the National Academy of Sciences of Ukraine, vice chairman of the special council for the defense of dissertations, member of several scientific councils, editorial boards and organizing committees of international conferences, chairman of the examination commissions of a number of universities.

Research interests include real time intelligent video systems, video information processing, architectures of parallel perception and multi-level video processing.
